There was DOC in GI Joe. Created in the toyline as a medic, but in the first couple of cartoon minseries he was inventing shit left and right. In fact he did damn near everything except actually practice medicine.
In the original TMNT comics Baxter Stockman was a black scientist and one of their greatest enemies. Unfortunately he was turned into a white guy in the original cartoon
