No it's not, it's tuned that way on pupose to give the mournful sound. Musicians can tune any way they want; this isn't discordant in any way. Nick Drake used very unusual tunings, but he was "in tune" for his songs. It's not an absolute things, it has to be taken in context. Does this sound like wailing? It's probably meant to. Does it sound bad? Not to me - I wouldn't want a brighter violen tuning here.

Now, how on earth do you get this track off the album? Thanks for posting this - that's beyond awesome, but I'd also love the hidden X-Files theme track that comes right after, but I can't figure out how one gets these tracks - my computer doesn't 'see' them. :(
