1:1 will be the best because the syrup will be more concentrated, so you can use less fluid to sweeten a drink to the same extent as a less concentrated syrup. This is important because in a high quality drink you want to limit the amount of water so you don't dilute the flavours that you're trying to achieve.

it just means whatever the amount that you're using is. in this case, he says it's 4 parts sugar to 1 part water, meaning 8 ounces of sugar, or one cup, to 2 ounces of water. which is incorrect by the way, it's 2 parts sugar to one part water

No no....for cold drinks the ratio is 2:1.
For candy it's 1:1
Take 2 parts sugar and one part water, put in sauce pan and heat on medium/high heat until dissloved. Then bring to a boil and let cool to room temp. Done! This stuff will be good for up to 3 months!
