This video clip comes from Southern Championship Wrestling, a promotion out of Georgia in the late 80s. In this clip Joe Pedicino interviews Tommy 'Wildfire' Rich, only to be interrupted by Paul E. Dangerously. Later in a match Dangerously had Austin Idol come out and attack Tommy Rich.

If my memory is right, Joe was working in radio down in Georgia as a station manager, or something like that, for some stations owned by Clear Channel. He's also involved in a project with his wife Boni called Hometown Specialty Publishing.
