it means whatever you want it to. one of the awesome things about metaphors is that its vague for a reason. obviously the artist had a specific thing, situation, event etc. in mind when he created said material, but that doesn't mean we as listeners are as confined to certain idea. the meaning of lyrics changes for me all the time. a perfect circle's weak and powerless used to be my anthem about not being able to kick heroin. now its about a bitch. it means what you want it to mean. done and dun

this is so much better imo than a break up song that specifically says the meaning in the lyrics, the less obvious the better, this has so many different meanings depending on how you perseive the message, unlike the lyrics that are clear and cut meaning, this makes you think, and analyze, and WANT to find moral hidden between the lines. takes alot of creativity put into this. well done indeed!
