Have you folks noticed the workers that they claim are impossible to do without are lost each year for the most part. As soon as possible they find other jobs and move into the economy to compete with their peers.
This means every year there will be a new need and a constant flow regardless of the economic situation.

1). Prior to the start of Desert Storm, officers were briefed by a General who said something like this to motivate us. The speech does, however tie in perfectly with our current dilemma: It doesn't take a genius to figure out that they have made a huge mistake when they decided to invade, take us on, and claim this country as theirs.
