This is great 'teens piano playing, and almost pure Eubie as well. What makes it Ragtime? There is definitely a ragtime influence. Do you mean his phrasing? Do you mean the shifting between straight-eighths and dotted-eighths which was common in 'teens piano styles? Listen to his right hand. There is definitely some genuine ragtime there, but there is also a LARGE admixture of real blues licks! This is really tasty piano playing!!! Pete Wendling's QRS version ("Wicked Blues") is great too.

Very good and nice playing. 5***, but I think it is Ragtime and the piano blues.

By the way, this is similar to the way Eubie actually plays it, on an early recording with Noble Sissle on vocals.
