Its a shitty mod. It is only a skin for the normal cop car. Just listen - The engine sound is the actual same as on the cop car.

@simonmaersk I'm aware of that.
I uploaded this video at the time when it was just possible to put new car models to GTA 4. This was one of the first custom models. Nothing special today.

As far as I know you can only do it on pc. I really don't know if it works for Xbox.
