QED Lunch Debate - Reforming EU Public Procurement

Public procurement, the purchase of goods and services by governments and public authorities, amounts to some 17 per cent of the EU's GDP. The rules governing those purchases are for the time being under review. The European Commission has published its green paper "Modernisation of EU Public Procurement Policy", which has been followed by a consultation round. In parallel the European Parliament has been working on its own initiative report on the topic, for which Ms. Rühle is the rapporteur. With this as a backdrop, the aim of this lunch debate was to discuss what the EU's future public procurement legislations should look like. What are the challenges and what are the solutions?
