I say in the description for this video that this is an edited speech. It is comedy. It is obviously cut together on purpose to be funny.

Nate1Rad: It took about 3 days (working about 6 hrs. each day) to make.
I've made around 5 or 6 of these types of Bush speech mixes since this, but this one is still my favorite.
and to chad5161: I think what sounds like 'laughing' is a short clip of Bush about to say something that accidentally ended up jumbled/repeated in my unprofessional editing job.
But if you wanna believe it was a demon, go right ahead!
