The reason is because freedom is a mind set. You think you are either free or you think you are are not. If you think you aren't free, then it is impossible for you to be free until you change your mind set.

With that sort of broad power, the position of president is the position of a dictator. Logically though, if the president has unconstitutional proposals enabled, the enabled proposals are automatically void. The constitution came first, though if people have noticed, the media is weaving information to manipulate people into thinking the position of president IS absolute when it is not.
Ultimately, what decides whether or not we live under a dictator is each individual's mind set.
