That is called the dulaa. Male Dromadary camels display this when it is time to mate. This camel must be unusually well behaved, because this is when male camels are least predictable. He just wants some lovin'.

Yeah it's a palatal flap they inflate and then vocalize as it comes out of their mouth. Apparently this is very sexy to female camels.
