Food Distribution to Poor Families from the Garbage Dump

based on the local census of the families living in the garbage dump, we gave out food to some 150 families who have committed themselves to sending their children to school and showing self-reliance.
The problem and the loophold: Because they live in the trash dump, the government don't consider them Vietnamese citizens, and thus do not provide any assistance. They are not eligible for any local governmental aid. They have no green card and no real identity. However, because they have no identity and because the government is officially "not responsible for them," N.G.O's such as Catalyst Foundation can come in and do humanitarian work without making it look like the VNese government is failing their job.
