Well, I already know who chip really is.
He is supposedly the key that is to be used to seal Gaia within the planet. It has something to do with that strange necklace he wears I believe. I''m not 100% sure though yet, i'm still digging around for as much info as I can.
On a side note, Fang will be returning as a mid-boss in sonic unleashed as well.

sorry for the bad qualli, here ist chips story:
Chip A small, red dog-like creature with fly-like wings. Chip loses his memory when Sonic lands on him after he falls from Dr. Eggman's spaceship, and follows Sonic on his adventure to help regain his memory. Chip loves eating and always carries chocolate around with him. He is optomistic and cheerful, but has a strage power he sometimes uses to help Sonic. There is a strange secret hidden in Chip's memories.
