You've misundertood. What they are expressing is that the rights of a minority group can not be put in the hands of the majority. That would be like only allowing men to vote on the issue of whether women should have the right to vote. Or letting white people vote on the rights of black people. etc.. Voting on a civil right is ridiculous, they should be equal for everyone regardless of what prejudices the "majority" may posess.
