If you have received previous BCG, you should NOT receive a PPD, because you may experience significant pain and possible skin breakdown. Insist on chest x-ray screening or a blood test instead.
A BCG vaccination can cause a false PPD test to occur. But even if it swells and is red, as long as there is no significant In-duration to measure, then it should, I do say SHOULD, be a negative. You need to let your provider know that you had a BCG......but your post is a week old, how did it go?

what if my ppd test shows 19mm, with out swelling, only redness, 12 hours after the injection.
i think i might have gotten the bcg vac because i am an immigrant.
please let me know what it means when the test shows a large redness, with out any swelling, 12 hours after the injection.
