That was Creed Kelly (Nico's uncle) in a lab coat and a fake beard there doing his evil deed back then. This guy was notorious back in 1987-1988 alongside Damon Lazarre the sinister the psychiatrist. Wow, I remember these episodes from when my mom went crazy over it and had me watch them beside her.
