I use public records to help people enforce civil judgements. I think more records need to be public, this way people who don't pay their bills will be forced to pay them with liens, garnishments.

What they "aren't" telling you about all this is that small, media, gossip companies are using the internet now to attack private citizens by going through public court records and pulling details of divorce settlements, foreclosures, and other personal matters that really should be no one else's business or concern. Larger companies are hiding behind these small companies letting them go after debtors "online" to harass folks who have lost jobs, etc. into paying them.
