Citgo could give the money to the poor people of it's own country. They have plenty, many more than there are in America in fact and in far worse shape. But they want the P.R. and more than anything they want to avoid a boycott of their product. This keeps the petrol dollars flowing to the oppressive Venezuelan regime and thus this whole charade probably hurts many more poor people in the end that it helps.
