@avilasace As far as I know It's part of the main game Rocksteady has said anything about Solomon & Penguin being DLC, in fact the only DLC they have have announced is Nightwing he is also supposed to be in the game as DLC and some extra stuff for Catwoman. you can find this article on ign just look for Batman: Arkham City.
