Chicago Public Schools are the second worst funded major urban core school district in the nation and Illinois' approach to school funding one of the least equitable in the nation. This is not a case, as some misguided pundits might claim, where urban bureaucracy is simply inefficient. CPS lacks sufficient resources to recruit and retain quality teachers in a labor market where surrounding districts can offer much higher pay and better working conditions.
