It's not only the Hale Crater. There are loads of civilization sites on Mars, such as Tithonia, where you can clearly see houses, shrines, buildings etc, and it's probable there are even more that we don't know of.
NASA and ESA have been covering it up for decades now, but they still do not have the technology - or the money - to get to Mars safely. And you're right: China are lauching their own space program, and are racing to get there first.
It'll be fun to see how this goes.

no wonder china are racing to reach mars, they wanna see whats really going on..the 'hale' crater on mars seems to have a city or some structures that have been 'smudged' or 'airbrushed' out by nasa...gold in dem dere hills...thanks for posting and your effort man !
