I didn't even know that there are fish in the Los Angeles River.

Sweet! I am sure fish and game would bitch, but if you want to eat Carp I see no problem with it. Aside from the fact it is Carp and in a California river. Blick... But I guess if you are homeless the nasty stuff in the fish is the least of your worries.
