After awarding the estate of the customer more than $520,000 -- a large amount by arbitration standards --Finra heard from unhappy Merrill executives and fired the arbitrators, two of whom had many years of experience."

More accurately: there are simply laws to help people and laws to punish people. We don't normally think of "social security administration" and overworked agencies in government as "law", but, by definition, if they exist, then a law makes them legal to exist.

If government won't help people, then it has no business punishing them (when they do what they have to to survive and live modestly).
