Baby Bowser is just Bowser when was younger. He only appears in a few games like Yoshi's Island where you help Yoshi escort Baby Mario back to his parents and you end up meeting Baby Bowser at the end. He's also in the sequel to Yoshi's Island and Mario and Luigi: Partners in Time, where the heroes have to go back in time and save the world. They end up running into Bowser's younger self again.

Sorry lol but yeah he was inspired from the SNES game called Super Mario World 2: Yoshi's Island, I don't get why they wanted another kid to add but I guess his baby self made it popular to make another kid.
