Sounds like the main jet is still clogged.

Get a carb Gasket kit that will take care of that my yard machine that I got for free did that put new carb gaskets on and that went away

@egreene27 i used the mower all last summer, and it did not use oil. I adjusted the carb, and sold it this year.

Craig, On second thought, the governor hunting is a fuel starvation problem. Should be an easy fix with a carb idle jet cleanout. The way to check is to feed map gas or propane into the intake while it is hunting & if it evens out it's fuel starvation.
That's also the reason you need to choke it when it's warm. Fuel Starvation.

I think its fuel starvation, and not the linkage. I was going to drop the carb bowl anyways to give it a clean up. The gas that was in the tank has been since ran completely empty. It only hunted a little after the cold start.
