If the Jones Act is waived, perhaps the foreign vessels looking to help with the oil spill can do so ... apparently, they cannot, and sit at sea. Perhaps Obama can issue a waiver in this case as Bush did in '05 for Katrina. It's been 50+ days ... still waiting.
