@BTTFBMW Its because they can't locate him without the communivator, so if they can't locate him, they can't beam him up.

(continuing from my previous comment): holding a communicator, the transporter is able to pinpoint the coordinate of the person in question with accuracy enough to beam him/her alone.

They can locate any leaving creature and determine with a *certain accuracy* its coordinate without the creature holding a communicator. Around any given coordinate (at a certain region around the coordinate), the transporter is able to beam up everyone there. The pilot was relatively isolated, so they beamed him up. But Capt. Kirk was closely surrounded by others, and the transporter would probably beam everyone in that room. This would bring further difficulties for them...

This is the second worst episode of Star Trek. Only The Alternative Factor can claim the title of worst episode ever. The ending to this episode sucked ass. It sucked like the black hole that sent the Enterprise to 1969.
It also has an unfortunate tendency to giggle xDD
