You are welcome Pat. There is a lot of software that claims to work on Windows 7 Starter, but it does not. But Personalization Panel works with your other Windows software. So I find it is the best one to use. Andrea Borman.

Yes,Personalization Panel will change the wallpaper on Windows 7 Starter on any netbook. No matter what make it is. And you can also set your theme to Windows Classic. And from there, you can change the taskbar and desktop to any color you want. You notice in my videos,my desktop theme is set to Windows Classic. I do not like the Aero theme. Andrea Borman.

Great info, but I'm curious if either Personalization Panel or Tweaks have any negative effects on normal computing functions or speed at all? Both programs would be useful for my netbook, but of course as such has limited RAM.

I have got Windows 7 Starter on some of my Netbooks and Personalization Panel is made specially for Windows 7 Starter. Tweaks, however is made for all versions of Windows 7, not just Starter Edition. But these two software's are only for Windows 7, not for Windows Vista or Windows XP. So don't try to use them on there. And no,it does not slow down the functions of a Netbook. So it should be all right for your one. Andrea Borman.
