@philasophos If you're talking about the inner membrane/waterline, you can just lightly lift your upper lid and take your pencil (never do liquid or cream like this- that'll be a mess) and smudge it into your lashes. Color will get along the waterline, and it will thicken the look of your lashes. And you blink a few times quickly after applying, you can get the color on your lower waterline so you don't have to mess with that.
It will wear off quicker though, but lasts in heat a little longer.

It'd be more helpful if the models weren't already wearing a lot of eye makeup. Also, if you could zoom in much closer to the eye as makeup is applied.
Personally, I'd like to see good instructions for how to apply liner to the area closer to the actual eye - not sure for the term - the inner lid? The way it's worn in India, etc. And how to get it to not turn into raccoon eyes in 2 minutes! I'm sure if women in pakistan & India can wear it that way in their heat, we can too!
