Russia and some other countries have people who practice pigeon breeding with the goals of getting the craziest pigeons (basically).

They've made some truly crazy ones too.

That's just a regular bird. They have incredibly flexable necks (ever seen a pidgeon sleep) It's not perching regularly but then the surface it's standing on is rounded and slightly awkward for the bird to rest on. The only explanation I can think of for this video's claim is complete ignorance. Apologies if I offend anybody here but that's the truth :-)
