Scaled replica of the Wind Tulip™ verticle axis wind turbine, being demonstrated at Watec 2009 International convention in Tel-Aviv. As you can see, the wind turbine starts at relatively low wind speeds of 1.3 ms,, the actual size is 4.2 m tall, and generates from 2.5-5 kW.
