You see the strip at 1:58?
It stores eletric conduction on thoes strips, they are charged, and because they have large areas, and they are usually filld whit some electrolit they can store eletricity by a high resistance to esceping electrons.

Yea he did, it is just having metal store electricity, just as you can test and see with many different object. A good example would be to rub a balloon on your hair, this adds static electricity to the balloons surface. This is because you are rubbing electrons onto the surface of the balloon. This then is able to store the electrons and allow them to move, hence the static shock you get from a person rubbing their feet onto the floor and then touching another person, releasing a static shock.
