no, i think it's a picture of kakashi dressed up at Arawn. If you look there is only one eye that is red plus kakashis scar.

@dejamcdonald he doesn't want the title even though I agree with you. After all the shit he's gone through; his father's death, obio's, rin's and Minato's death's he desert; but he's better in the feild and in the end Narto will because it is his show but I hope Kakashi becomes it before him so he could show Naruto the ropes and stuff.
