nec ea231 has ips, only 50 euros more expensive than this samsung.

Well, yeah - but IPS panels are normallly quite expensive.
You are surely not comparing the F2380 to IPS panels... are you?

no man, i;m looking over a month a good 24 monitor, nec is better that this samsung but i'll finally go for HP LP2475w , its twice the money but worth it

samsung uses c-pva panel, better than tn but ips is better, read review on prad ;)
