Vincent would rape shit out of Sephirot cuz he is badass :p
So here u go why :
1. Vincent looks way cooler than sephirot
2. We all know that Gun > Sword
3. Vincent has better cloack than Sephirot
4. Vincent has 2 wings , Sephirot has only 1
5. If U kill Vincent and he turn into Chaos and kill U , If U kill Sephirot and he will alive only in next ffvii game or movie
6. Vincent > Sephirot
7. Thats it :p
Hope square enix will make another game with Vincent :)

I'm convinced that Vincent is probably 2nd closest to Sephiroth in fighting capabilities. Genisis goes before him but, when he is in Chaos mode, Vincent could probably rival Sephiroth's power, it'd just be a matter of matching his speed to deflect Masemuna with the Death Sentence
