The bit about him shouting to himself sounds like vella, a lot of other comments on here are pure fantasy though
As for the essex boys comment, vella was in jail before the "essex boys" even existed so I have no idea what relevance they have with vella

Well well well, there are a few words said that really make some sense to me now.... This loud mothed fukka lives in the next block of flats along from me, he lives at the top of the block and never shuts his windows, he screams and shouts all sorts of things to himself, especially about kids, prison, and americans. Iv been listening and watching him for 2 years, hes getting worse, his voice sounds evil and hes written on some of the walls in his area, also got a really gory story with his dog
