It's not a bot. here's a hint. When a marine fires, it will not commit any further action until it's current action has finished... So basically whats happening here is the player issuing 3 move commands during the fraction of a second while the marine fires his gun, when the fire command is over, all 3 marines move at the same time, even though the first move commands happens well before they actually moved...
Consider top players are able to do 3-5 independent actions per second.

@michaels19880102 No, it's not. He does it because in Brood War units won't respond to their commands until their animations are done (attack and move animation iirc, could only be attack though). He tells all 3 marines to do something on 3 control groups, then selects a fourth one with all of them in it, and tells them all to stop. With timing, it's a perfect dodge.
