This was recorded in a (1995) Macintosh Computer 8500 185MHz 96MB RAM using Apple Video Player in OS 9.1 a VCR with RCA plugs (the red, yellow and white round plugs). 4GB available space, delivered a 1GB recording at 15 frames a second. Pretty fluent or at least good enough. These computers are so cheap is not even funny, they are all over eBay and they are very capable and useful to have around. But you have to know how to use the software and you need at least 4GB free space to work with.
Holy crap, I remember actually playing that game at 0:26.
It was a typical waiter game, with the perk of throwing pies at anyone dumb enough to order them from Bugs Bunny.

Pretty impressive that you managed to record this with those specs. I don't think I'd even be able to with my 8 year old Dell Dimension 4400 (1.6 Ghz P4, 640 MB DDR SDRAM, 20 GB HD)
