@PokePivot7 The only way anyone can be underleveled is if you refuse to take any of the infinite opportunities you have to train in the wild. Anyone can raise any of their little critters to any level at any time if they want. Trainer battles are not the only way to make your Pokémon stronger. Regardless, thank you for your concern ^ U^
