iOS 7 has a new security feature called "Activation Lock". If someone steals your iPhone and attempts to disable "Find My iPhone", they won't be able to reactivate the phone.
The same goes for resetting or wiping the iPhone. When you reset the device, you are forced to sign in with your Apple ID and password; which a thief wouldn't, or shouldn't, know.
I think it's a great feature and incorporated nicely into iOS 7. So if you want to reset your iPhone, just be aware, you'll be asked for your Apple ID password before hand.
