Does these principals also apply to the surface processes and landscape evolution? how would it be possible, what sort of interrelated factors affect the formation?

Walther's law applies to environments with deposition but not to those with erosion because no sediment is left behind. A valley river might deposit sand in the channel and mud and soils in the floodplane. These represent neighboring environments and will be found on top of each other in a vertical section. However, a mountain river that is eroding rock, will not leave behind an unconformity, not sediment, and it removes evidence of previous environments. Walther's law doesn't work.
