you're right, but i've read that some buildings have heat-sensitive buttons (the ones in my dad's buildings seem like they are or maybe they work through grounding) and it's possible that an older system hasn't been updated to send them automatically down
its rare for a elevator to work during a fire most NEW model elevators made after 1992 are made to STOP or Drop to ground floor if the alarm or fire is going on when a drill was going on in the Toronto Ontario chirderns hospital all elevators were stopped and the button would not light up it would just flash this is in most elevators these days
