Cooper, you may not be familiar with the area that's being filmed. I live in Pitts, and I also attend the university.
This footage is being filmed on the Pittstate campus, next to the Student Welcoming Center. Our university has many students from other countries; indeed, one of my best friends is from South Korea.
It is quite possible that the person filming this is one of those international students.
An aside, I was on campus that day! At the library maybe a half a block up the street.
