molotov:only breaks when contact with enemy or ground
rock:breaks when contact with anything.

The reason this happens is because the rocks that the tanks throw are made to break on contact with any surface or any object. Since the molotov is an object too, when the rock touches the molotov it just breaks like it hits a wall or something. In L4D molotovs are made to only break when they hit the ground or floor then that's when the fire starts. ^^
