Also, to further my point FEMA may run it seeing as it's a federal institute, but none the less what business did you have at the F.C.I. ? In case you missed it that stands for Federal Correctional Institute. It is also possible to house more than one agency on the same piece of ground. Why would they have razor wire around the power facility? Do you seriously need an answer to that? In all honesty you are very lucky you didn't get stopped by a real institute. If it would have been state rather than federal, you can bet your ass that you would have been drawn down by rifle point for loitering around a prison.
