WELL-Why does the US or any country have debt,we only owe $15 Trillion in Federal Reserve Bonds to the Fereral Res Bank with annual interest of $700 Billion. Intelligence may not suggest political skills, but it should be lets say, a minimum requirement which you can't find always to politicians (Polidoras, Psomiadis in the Greek case).
