i think they may have thought they give you enough room at the time and you telling them made it clear not was not, i dont think they ment to pass so close(in terms of close pass) if the above was false they would not have give the extra room to the cyclists further down.

I hate cycle lanes like this, they lead the stupid motorist to believe that as long as they don't encroach the lane they giving plenty of clearance
