Neither has a full flame suit, the point is to buy time to get out while you still have skin left. Even here in AZ, long pants and shirts are required (though the DE chairman is allowed to bend that rule depending on the temperature). My opinion, with a cool shirt on there's no reason not to opt for the extra protection.

Cooler contains: Sandwich meat, mustard, cold beer, american cheese, wonder bread.
It is a cool suit cooler, it holds ice and water that is pumped through the shirt I am wearing. Its good and cold. Cooler is oversized to help w/ Fl in July & August.
