Has Joe Biden been drinkin?

biden is an idiot, but no, he's not drunk. it's like howard dean's infamous scream - you can't hear anything with a loud crowd. you don't realize how you sound.

It's pretty easy to figure out why he sounds like this -- it's hard for him to hear himself over the crowd (hence the seemingly unnecessary loudness), but we're hearing the sound directly from his microphone, so it sounds weird without the crowd.

In other words, he would sound perfectly normal if you'd been there in person. The microphone thing was also the phenomenon responsible for the "Dean Scream" a while back...

hey, joe biden is the vice president. He's not in the senate. but, joe biden is awesome and i'm happy he and barack obama are in the white house.

he is in the Senate. he's the President of the Senate. that's the job of the Vice President of the USA. and i agree....i'm glad he and Obama are in the White HOUse...but you're wrong about him NOT being the Senate. he is still technically part of the Senate, though not a senator...he IS in the Senate.
